Phoebe and I attended Shimer College, in Illinois, together in 1969. She was a great musician then, and I’m sorry to her of her passing.
She was born and raised in New Jersey, and a train, the Phoebe Snow, passed her house every day. Her mom took the name Phoebe from the train. She later adopted the last name. Read about the train at: http://www.american-rails.com/phoebe-snow.html

The name rings a bell, but can’t recall any of her music. I’m sure she will be sadly missed.
